Minutes of a Meeting of the PLANS COMMITTEE of Tavistock Town Council
held in the Council Chamber, Drake Road, Tavistock on TUESDAY the 27TH MAY, 2008 at 6.00pm

010. APOLOGIES 
Apologies for absence were received from Cllr. Mrs. J. Metcalf and Cllr. J. Sellis.

011. MINUTES
The Minutes of the Meeting of the Committee held on Wednesday 14th May 2008 to be signed after circulation. 

012. MATTERS ARISING
 There were no matters arising.

013. DARTMOOR NATIONAL PARK
There were no such matters.

014.   ON-STREET PARKING ISSUES - WITH REFERENCE TO SITES OF NEW BUILD
Minute 740 refers - Concerning the reserving of two parking spaces in Bank Square car park in relation to the development of 22 Market Street and 28 King Street. Mr. N. Payne, W.D.B.C. has confirmed that the parking spaces were expressly to allow for scaffolding during work to the buildings and that on-street parking and parking in Bank Square car park would be monitored by parking officials for any infringements of regulations.
The Committee noted these comments.

015.   GENERAL CORRESPONDENCE
a) Ref: P/A No. 10794/2007/Tav – Erection of four dwellings at land to rear of 7, Churchill Road, Tavistock –Notice of Appeal. Noted.

b) Ref: P/A No. 11680/2008/Tav – Erection of a detached dwelling at 97, Westmoor Park, Tavistock – Application withdrawn - Noted.

c) Ref: our request that it be noted on ‘decision notices’ for planning applications whether a decision had been made by the Plans Committee or a Planning Officer at W.D.B.C. – this will be considered on the setting up of a new system. The anticipated date for the system is July. Noted.

016.  URGENT BUSINESS BROUGHT FORWARD AT THE DISCRETION OF THE CHAIRMAN
A question had been raised, via the S.L.C.C., by a town clerk as to the admissible dual-hatting of councillors who attend planning meetings at both borough and town level and whether this should invoke declarations of personal and prejudicial interest. There had been several replies from other clerks on how their councils viewed this and the relevant Emails were tabled. The Committee considered that the system in place whereby no councillor who was on the Borough’s Planning Committee would sit on the Town Council’s Plans Committee dealt with this situation.

b. New Applications at Appendix B.
i) Ref: P/A No. 11857/2008/Tav – Cllr. Pike declared a personal interest and withdrew from the meeting SUPPORTuntil after consideration of and comment on the application had been made.

 The next meeting of the Plans Committee will be held on Tuesday 10th June 2008 at 6.00 p.m.
