Minutes of a meeting of the PROPERTIES COMMITTEE held in the Council Chamber, Drake Road, Tavistock on TUESDAY the 14th day of JULY 2009 at 6.30 p.m.

104.   APOLOGIES
There were apologies for absence from Cllr D Best and Cllr J Sellis.

105.   DECLARATIONS OF INTEREST.
Councillors were reminded to declare any personal or prejudicial interest they may have in any item to be considered at the meeting.

106.  MINUTES
The Minutes of the Meeting of the Committee held on 26th May 2009, previously circulated and adopted by Council on 2nd June 2009 were confirmed as a true record and signed by the Chairman.

107. MATTERS ARISING
BMX Track.  Minute 021 referred.  Several letters of objection had been received, and a brief from the Tavi Riders was tabled.  The Works Superintendent gave an up to date brief on the matter.  The Bannawell field was heavily used for dog walking and other activities, and he was concerned at the mixed use should the BMX track be built.  Perhaps £25,000 would be needed for fencing.  There were also maintenance issues, problems with tractor access, a busy road junction and flood risk as well as the nuisance problem to neighbouring properties.  He had looked at the Meadows, but did not wish to recommend using the area now used for community events, nor would Pearce Meadow be suitable because of the dog-walking problem.  Again, fencing would be required.  Cllr Sherrell now agreed that the Bannawell open space was not an appropriate site for a BMX track, and we needed to look elsewhere.  There was very little open space North of the river, and more land was available South of the river.  Cllr Pike thought that land at Kilworthy near the cycle track was most suitable, and that West Devon Borough Council should be approached.  Members then RECOMMENDED nem con that we do not proceed with the Bannawell site.  The Mayor agreed that the Council had looked at the matter very carefully from all aspects, and would still try to help the Tavi Riders, but the Town Council had no suitable land available. 

108.   MINUTES OF TOWN HALL AND MARKETS SUB-COMMITTEE
Members noted the minutes of the meeting held on 24th June 2009 introduced by Cllr Mrs Metcalf. 

109.  WORKS SUPERINTENDENT'S REPORT
Members noted the report at Annex A.

110.  MARKET REEVE’S REPORT
Members noted the report at Annex B.  Cllr E Sanders asked why five traders had been turned away from the full Market the day before and not given marquees on the Square.  (Afternote.  Four traders had been turned away due to a full market, but were all ‘bric a brac’ traders whose goods were not suitable for open marquees.  The policy was indeed to use the marquees as often as possible and to house overflow traders when appropriate.)

111.   TOWN HALL MANAGER’S REPORT
Members noted the report at Annex C.
